Joe A. Galvan

Joe A. Galvan joined the Legal Affairs in 2025. He primarily provides legal support to the Dell Medical School and its initiatives, along with advising other healthcare-related units across the University. His practice focuses on healthcare law, including clinical operations, medical education, regulatory compliance, and health system affiliations.

Joe brings over three decades of experience advising academic medical centers and health science institutions. Prior to joining UT Austin, he served as Deputy Chief Legal Officer for The University of Texas Rio Grande Valley, where he advised leadership on a wide range of legal matters involving the School of Medicine and UT Health RGV clinical enterprise. He has also held senior legal roles at the UT System, Texas A&M University System, and UT Medical Branch at Galveston, where he managed legal teams and supported initiatives such as graduate medical education programs, hospital partnerships, and clinical expansion.

Joe began his legal career in public service, including roles as Legal Counsel and Administrative Law Judge at the Texas Comptroller of Public Accounts. He also served as a Missile Launch Officer in the United States Air Force, where he was responsible for the operation and security of nuclear missile systems and was recognized as a Distinguished Graduate of Missile Officer Training.

Joe earned his J.D. from The University of Texas School of Law, his M.B.A. from the University of Missouri, and his B.S. in Chemistry from The University of Texas at Austin.
